Even if they were a minority, they became a threat to the new world balance that the UN (United Nations) had established, thus causing them to be hunted down by the government, with their futures unsecured.
Over the years, the earth has adapted to radiation, and consequently, the world's small population of humans as well. Inhaling toxic gases now had different kinds of consequences, and thanks to the age of technology, scientists figured out how to revert this to a powerful drug substance that gave the possibility of synthetically creating metahumans temporarily.
